Taking Ontario Airport Back to Local Control
- Taking Ontario Airport back from Los Angeles Control. Working with regional leaders, Curt helped transfer the airport from the City of Los Angeles to the City of Ontario and San Bernardino County—turning ONT into a powerful economic engine for the Inland Empire. Today, the airport supports about 27,800 jobs, generates $17.8 billion in economic activity, and offers more domestic and international flights for local families and businesses.
Lowering the Cost of Living and Supporting Working Families
- Expanding Healthcare Access
Under Curt’s leadership, the Inland Empire Health Plan became only the second public plan in California to join the Covered California marketplace. Called IEHP Covered, it gives families more affordable options, including plans with no deductibles and lower out-of-pocket costs.
- Creating Job Opportunities
Curt helped fund full-ride scholarships for students training to be doctors and healthcare workers. This helps fill local healthcare jobs and gives more students a chance to succeed.
- Helping Students Learn at Home
Curt worked with local businesses to provide over 2,000 laptops to students who needed them, ensuring all students had the opportunity to succeed.

- Supporting Affordable Housing
Curt helped start the San Bernardino County Housing Trust, a program that funds the building and preservation of affordable homes across the County.

- Keeping Taxes Low

- Improving Emergency Response
Helping save lives by modernizing dispatch, streamlining operations, and improving coordination among public safety agencies for faster and more efficient emergency response.

- Increasing Deputies on Patrol
Supported reassigning deputies and investigative staff to neighborhoods in need, leading to quicker response times and a more proactive approach to community safety.

- Securing Body Cameras for Deputies
Worked to equip deputies with body cameras, improving law enforcement effectiveness while increasing transparency and accountability.
- Keeping Guns from Convicted Felons and Increasing Penalties for Illegal Firearm Possession
Co-authored legislation to increase penalties for illegal possession of firearms by convicted felons and the dangerously mentally ill, helping protect residents from gun violence.

- Supporting Victims of Domestic Violence
Backed programs that provide emergency shelter, counseling, and intervention services for survivors, ensuring local nonprofits can continue this critical work.
- Opposing Transfer of Death Row Inmates Near Neighborhoods
Advocated against moving condemned prisoners to the California Institution for Men in Chino, to protect residents and staff from potential safety risks.

- Protecting Children from Sex Offenders. Curt helped pass a law increasing penalties for sex offenders and requiring GPS monitoring of parolees. He opposed releasing sexually violent predators from other counties and backed a resolution to block placement of predators in our neighborhoods.
- Expanding Support for Abused and Neglected Children. Allocated $7.5 million to expand services that bring care closer to families, helping children get the support they need.
- Breaking the Cycle of Juvenile Recidivism. Helped open a new juvenile justice behavioral health center providing counseling, treatment, and support services for justice-involved youth and their families, including those with mental illness, to reduce recidivism and improve outcomes both in and out of custody.
Creating Good Paying Jobs and Modernizing Infrastructure
- Investing in Infrastructure to Create Local Jobs. Prioritized repairing bridges and roads to help drivers spend more time with their families and less time in traffic, while making creating local jobs.
- Making Roads Safer. Used new safety analysis methods to reduce collisions and improve safety for drivers, cyclists and pedestrians.

- Contributing to Local Skill Development. Supported the Upskill Chino Valley workforce development program, helping residents learn new skills and connect to better-paying jobs.

- Attracting Business Investment in San Bernardino County. Passed an economic development ordinance giving the County more flexibility to work with private companies on land, financing, and development—creating jobs, economic opportunities, and community investment.
- Leveraging Private Investment for Public Benefit. Helped bring Topgolf to Guasti Park, generating over $625,000 a year from a 20-year lease to fund San Bernardino County parks and recreational attractions.

- Diversifying the Local Economy. Supporting emerging industries and new sectors that will help San Bernardino County grow and have a strong economic future.
Improving Access to Health Care
- Expanding Access to Affordable Care. Under Curt’s leadership, the Inland Empire Health Plan joined the Covered California marketplace, offering plans with no deductibles and lower out-of-pocket costs so Inland Empire families can get more affordable healthcare.
- Helping the Most Vulnerable. Championed and expanded telehealth so patients could see doctors quickly and safely from home.
- Improving Patient-Provider Communication. Launched a program to remove communication barriers and make it easier for patients and doctors to connect, helping people get better care.
- Investing in the Future Healthcare Workforce. Created a $40 million scholarship program for students training to be doctors or psychiatrists, with a promise to serve local patients after graduation.

Helping Families Experiencing Homelessness
- Helping Vulnerable Residents Find Housing. Assisted homeless veterans, children, seniors, and people with disabilities find safe housing and access to critical services.
- Investing in Mental Health Treatments. Supported a $51.4 million plan using state grant money to expand substance use treatment and reduce the risk of homelessness.

- Spearheading Solutions to Causes of Homelessness. Co-chaired the County’s Homelessness Ad Hoc Committee to examine root causes, develop housing guidelines, and recommend policy actions, implementing collaborative solutions like streamlined data sharing, coordinated services, and stronger regional partnerships.
- Advancing Landmark Solution to Reduce Homelessness. Championed the Inland Empire Navigation Center by leading efforts to create a place that gives homeless individuals access to temporary housing, mental health care, substance use treatment, job training, and other resources.
- Helping Build Housing for Low-Income Veterans. Provided $88,000 in Community Grant Funding to Pomona Valley Habitat for Humanity’s Salute to Service Program, helping low-income military veteran families to buy homes at affordable prices.

- Empowering Foster Youth Through “SPARK” Employment Program. Gave foster youth opportunities to build confidence, gain work experience, and learn skills for long-term career success.
Protecting our Tax Dollars
- Improving the County’s Credit. Oversaw improved credit ratings in San Bernardino County. After the county’s Credit Rating was upgraded to AA+ By S&P Global. The improved rating will help save over $30 million dollars in borrowing costs.

- Saving $19 Million While Improving Air Quality. Instituted energy efficiency projects that will save taxpayers than $18.6 million in county utility costs while reducing pollution for decades.
